The contract work consisted of utilizing existing materials from within the disposal area to construct 8,500 linear feet of earthen dike to a final elevation of 22 feet for the entire site. The outside slopes of the earthen dikes were not steeper than 2H: lV while inside slopes must were constructed to 3H: lV in order to prevent sloughing and to promote the growth of vegetation (such as phragmites) as the root base provides erosion control and dike stability. The final top of dike width was at least 12 feet and no more than 15 feet. The dike was constructed in loose litis not to exceed 18 inches and properly compacted. The work included but is not limited to: excavation, loading, placement, and compaction of soil in the Artificial Island Disposal Area, Salem County, New Jersey.
